In addition, the Rapid Damages and Needs Assessment (RDNA4) needs analysis compiled by the World Bank, Ukraine, IMF and others indicates that the needs for reconstruction over a ten-year period will amount to USD 524 billion.\n\nPillar I of the EU Ukraine Facility consists of two components, loans and non-repayable grants, both of which aim to contribute to the financing of the Ukraine Plan. The Plan has been developed by Ukraine in dialogue with the EU Commission to serve as a guiding document for Ukraine's reform process. Sweden's additional support will contribute to the non-repayable grant component. Ukraine must continue to meet the requirements for the disbursement of funds from Pillar I in order for Sweden's contribution to be paid. As of 31 December 2024, the UESF had 29 donors with contributions of a total of 945,9 MEUR. Sweden was the third largest donor with 1.6 billion SEK, divided in three agreements (contribution numbers 16641 (520 MSEK), 16934 (500 MSEK) and 17210 (581 MSEK)), of which the first is the general support to UESF and last two are stand-alone specific projects that are included within the UESF but are reported on separately to Sida. The UESF is managed by the Energy Community Secretariate (EnCS).\n\nOutput 1  infrastructure equipment\n\nFrom the original Sida UESF agreement, 220 MSEK was earmarked towards this output. In December 2024, Sida made an additional contribution to the UESF Output 1 of another 220 MSEK, i.e. a total of 440 MSEK.\n\nThese activities are constituting a large part of the portfolio under the first area - Reconstruction - of the Strategy for Sweden's Reconstruction and Reform Cooperation with Ukraine 2023-2027, and specifically Strategy Goal 1.\n\nEnergy provision has been repared and restored in around 20 regions of Ukraine since 2022. The Sida support was directed towards 16 regions during 2024. 635 purchase contracts have been entered into by the UESF since its establishment. Critical equipment delivered includes gas turbines, transformers, high voltage switchgear, mobile cogenerator units and solar energy equipment for hospitals. The majority of the deliveries have been concentrated in regions hardest hit by the war, including Kharkiv and Mykolaiv.\n\nOutput 2: Ray of Hope\n\nIn the agreement between Sida and the Energy Community, 80 MSEK were earmarked for decentralised renewable energy solutions. Under 2024, the program \"Ray of Hope\" was developed with a total budget of 33 MEUR for installation of solar panels at hospitals. Altogether, eight donors are contributing to the project which at the moment is fully funded. 17 healthcare facilities are now completed and operational, 27 additional hospitals are at the stage of solar systems installation and 100 further sites are under contracting or design.
